Kim was born on January 14, 1955 in Washington, DC at Walter Reed Hospital to Owen and Kitty Radcliff. She and her family enjoyed living in many locations while she was growing up including Tulsa, OK, Heidelberg, Germany, Sherman TX, Panama City, FL, Taipei, Taiwan, Ft. Walton Beach, FL, Colorado Springs, CO, Northern Virginia. Kim had also lived in Austin, TX, Panama City, FL, Memphis, TN, Houston, TX, before settling in Lawton and Cache, OK during her working career. Kim married Mike Smith on June 14, 2003 at Inlet Beach Florida. They had reunited after dating in junior high school in Taiwan and shared a true lifetime of love.

Kim graduated from Mitchell High School in Colorado Springs, CO in 1972. She then went to college at the University of Northern Colorado in Greely, CO where her father was an alumni. She earned her BA from University of Northern Colorado in 1977 after also attending Lynchburg College in Lynchburg, VA for one year. Kim earned her Masters of Library and Information Studies from University of Oklahoma, Norman, OK in 2007. She earned her second post graduate degree, a Masters of Secondary Education from Cameron University, Lawton, OK in 2012. Kim was a member of the Phi Kappa Phi National Honor Society and also made the Dean's List several times.

Kim had a varied career before her earning her MILS credentials and serving as a Academic Librarian at both Cameron University and Comanche Nation College, both in Lawton. Kim worked for the Bureau of Land Management in Colorado as a college student in 1974 and had the experience of having her truck fall down a mine shaft, luckily surviving. She also worked for Marriott Hotels and was on the Grand Opening Team for the Marriott's Bay Point Resort, in Panama City Beach, FL in 1987. She then went on to work for Continental Airlines as a technical writer. But her dream was to become a Librarian which she realized after moving to Lawton, OK with the support of her husband Mike.  Kim worked at both Cameron University Library and Comanche Nation College as the founding Librarian, both in Lawton, OK.  She was a member of the American Library Association , Oklahoma Library Association, Community of Oklahoma Instruction Librarians and Lawton Area Reading Council, the American Indian Library Association, Oklahoma Library Association Tribal Library Committee. She received several awards, she was the recipient of the 2005 Oklahoma Library Association Scholarship for Graduate Study, "History of the Card Catalog" original entry, Library and Information Science Wiki (LISWiki) and "Understanding e-books" original entry, Wikispaces.  At Comanche Nation College, she did a tremendous job at their library by securing thousands of Native American books, magazines and films for their students. Her collection of books on Comanches is one of the best in the nation. The college says "Kim was a very sweet and kind lady who was always helping our students in their research and paper assignments and was always willing to do whatever she could for our students success. "

Kim's passion was her marriage to her husband, Mike Smith. Kim and Mike met in Taipei, Taiwan when both their fathers were serving in the USAF in the late 1960.  They both attended the Taipei American School and were high sweethearts. Upon returning to the States, they lost track of each other until a reunion the Tiapei American School, while Kim was living in Houston, TX. They reunited and Mike has said he "loved Kim since he was 13 years old". They were married in 2003 in Panama City Beach in a lovely wedding on the beach with family and friends in attendance. This by far was a dream come true for Kim (and Mike). Kim moved to Lawton, OK to be with Mike and his family, who Kim always considered as her own and was a devoted Step-mother and Grandmother to Mike's children and grandchildren.  Kim and Mike enjoyed family, beach trips, and Jimmy Buffet concerts. They also have 2 dogs and home, Dobby and Molly, who were Kim's "fur-children".

Condolences can be sent to Mike Smith at Becker-Rabon Funeral Home. The family would like to thank the Comanche Nation for their love and friendship for Kim and her family at this time. It is such an honor that the Comanche Nation College has given Kim a ceremonial shawl for her casket and to buried in. A Comanche hymn and prayer will also be delivered at her ceremony. The Comanche Nation College also put up a lovely tribute to Kim on their facebook page honoring her service and friendship to them during her time with them.
